said water service, the amount determined as necessary to pay
the annual requirements of the bonds hereby authorized. The
sum so collected annually from water service charges shall be
deducted from the amount which the Commission has deter-
mined to be necessary to be raised by direct taxation upon
certification to the County Commissioners of said Counties.
SEC. 5. And be it further enacted, That the Washington
Suburban Sanitary Commission is hereby empowered and
authorized to accept from the Government of the United
States or any of. its agencies any gift, advance or loan which,
in the opinion of said Commission, may be advantageous as a
contribution or advance on the cost of the construction pro-
vided for in Section 2 hereof, and the said Commission and its
officers are authorized to enter into any contract or agreement
with the Government of the United States or any of its agencies
for the purpose of effecting any such gift, advance or loan.
SEC. 6. And be it further enacted, That this Act shall take
effect June 1, 1943.

AN ACT to authorize and direct the Washington Suburban
Sanitary Commission to adopt and promulgate rules and
regulations governing the construction, installation and
equipment of buildings within the Maryland-Washington
Metropolitan District with gas fixtures, devices, or connec-
tions, with the right to require a permit and to charge a fee
therefor; and to prescribe the penalty for the violation of
such rules and regulations.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Washington Suburban Sanitary Commission
is hereby authorized and directed to adopt, formulate and
promulgate rules and regulations for the construction, installa-
tion, and equipment of gas fixtures, devices and connections
to, with or in, any building within the Maryland-Washington
Metropolitan, District as the same is now created by law, or
within any extensions or additions thereto, with the right in
said Commission to require a permit and to charge a fee there-
for. Such rules and regulations shall be promulgated within
three months from the effective date of this Act by advertising
