of the Montgomery County Police Force, and shall have all
the powers possessed by deputy sheriffs of the State of Mary-
land under the general laws of the State in so far as such
powers are in reference to the criminal jurisdiction of said
deputy sheriffs in making arrests, or in any manner enforcing
the laws of the State of Maryland. Said police officers so
appointed shall receive no tenure of office under any present
or existing police civil service or retirement law, nor shall
they be subject to any benefits, financial or otherwise, under
Sections 778 to 800 of this Article, and they shall be appointed
without regard to the requirements of any existing civil service
law. Said officers so appointed shall receive such compensation
as may, in the discretion of the Board of County Commis-
sioners, be fixed for their services, provided that, in no event,
shall they receive a rate of pay greater than that provided for
police officers of the same rank under Section 782 of this
Article.

SEC. 2, And be It further enacted, That all Acts or parts
of Acts, inconsistent with this Act, be and the same are hereby
repealed to the extent of such inconsistency.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 450.

(House Bill 429)

AN ACT to authorize the Washington Suburban Sanitary Com-
mission to issue its bonds in the sum of $1, 000, 000. 00 for the
purpose of enlarging, increasing, and augmenting the water
supply of the area served by said Commission.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Washington Suburban Sanitary Commission,
created by Chapter 122 of the Acts of the General Assembly of
Maryland of 1918, be and it is hereby authorized and em-
powered to issue its bonds in an amount not exceeding One
