791. The said County Commissioners are hereby author-
ized and empowered to establish and maintain as a part of
said Police Force a Department of Criminal ^identification
and to place in operation any and all modern facilities, in-
strumentalities and agencies for the detection and identifica-
tion of criminals. The person appointed as the head of said
department shall be included as one of the Montgomery
County Police except that he may be selected without regard
to place of residence, the list prepared by the Police Civil
Service Commissioner or the other qualification regarding
police officers; provided, that such person be a qualified
fingerprint expert, possess a knowledge of ballistics, have
experience in photography, the collection, assemblage and
preservation of evidence for use in criminal cases, and other-
wise satisfy the Board of Commissioners that he is qualified
in scientific crime detection. In addition to conducting the
said department said officer shall instruct such other officers
as the Chief of Police may designate in methods of scientific
crime detection. The head of said department shall be known
as Detective Captain and shall receive the sum of Three Thou-
sand ($3, 000. 00) Dollars per annum, payable in equally month-
ly installments. No salaries or compensation shall be paid to
any person or persons engaged in the work of said department,
except to members of the Montgomery County Police Force as
herein authorized; but nothing herein contained shall prevent
said County Commissioners from authorizing the payment of
any vouchers approved by the State's Attorney for Mont-
gomery County for technical or expert assistance or witnesses
in connection with the administration of his office or the pres-
entation of criminal cases under his direction. The Board of
County Commissioners are hereby authorized and empowered
to establish a Women's Bureau for the Montgomery County
Police Force and to employ women on the same basis for this
Bureau as patrolmen are authorized under Section 782 of this
sub-title, and the Board of County Commissioners are further
authorized and empowered to designate the duties and func-
tions of the Women's Bureau of the Montgomery County Police
Force, and they are further authorized to establish a modern
two-way radio police communication system for Montgomery
County.

795. Whenever any member of the Montgomery County
Police has served on the Montgomery County Police Force for
twenty-five (25) years, or shall have reached the age of sixty
(60) years, or shall have become incapacitated either by acci-
dent, disease or disability contracted in the line of duty so as
to be unable to perform his duties and shall make written
application to the Police Trial Board of Montgomery County
