(iii) The term "annual pay roll" means the total amount of
wages for employment paid by an employer within any calen-
dar year with respect to which contributions have been paid
on or before March 31 of the following calendar year.

(iv) The term "average annual pay roll" means the average
of the annual pay rolls of an employer for the last 4 calendar
years.

(v) The term "base period wages" means the wages paid to
an individual during his base period for insured work.

(vi) The term "principal base period employer" means the
employer by whom an individual was paid the largest amount
of his base period wages.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 436.
(Senate Bill 177)

AN ACT to add fourteen new sections to Article 1A of the
Code of Public Local Laws of Maryland (1930 Edition),
title "City of Cumberland, " sub-title "Civil Service Com-
mission, " said new Sections to be known as Sections 33A
to 33N, inclusive, to follow immediately after Section 33
of said Article, providing for placing employees of the
City of Cumberland under Civil Service and imposing
additional duties upon the Civil Service Commission of
said City.

SECTION 1. Be it enacted by the General Assembly of
Maryland9 That fourteen new sections be and they are here-
by added to Article 1A of the Code of Public Local Laws
of Maryland (1930 Edition), title "City of Cumberland, "
sub-title "Civil Service Commission, " said new Sections
to be known as Sections 33A to 33N, inclusive, to follow
immediately after Section 33 of said Article, and to read
as follows:

33A. In addition to the duties imposed upon it by Sec-
tion 36 of this Article, the Civil Service Commission cre-
ated by said Section 36 shall, on or before September: 1,
1943, make rules to carry out the purposes of this sub^
