Roads", relating to notice as to opening, closing or altering
roads in the several Counties.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 144 of Article 25 of the Annotated Code of
Maryland (1939 Edition), title "County Commissioners", sub-
title "Public Roads", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
144. Whenever any citizen of any county intends to peti-
tion the County Commissioners for opening, altering or closing
any road, he shall give thirty days' notice thereof, by publica-
tion, three separate insertions at weekly intervals, in one or
more of the newspapers published in the county; and if no
newspaper be published in the county he shall give public
notice of such intention by setting up a notice at the court
house door, and at three public places in the election district
in which it is proposed to open, close or alter the road, for at
least thirty days.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1. 1943.

(Senate Bill 32)
AN ACT to repeal Section 23 of Article 19 of the Annotated
Code of Maryland (1939 Edition), title "Comptroller7', said
section relating to the publication by the State Comptroller
of the list of officers, whose accounts are in arrears, in news-
papers preceding general elections.
WHEREAS, it has not been the practice to publish such lists
for many years, due to the fact that such advertisements might
be misleading by leaving the implication that something was
wrong with the accounts of a public official merely because
all taxes or charges had not been collected; therefore
SECTION 1. Be it enacted by the General Assembly of Nary-
land, That Section 23 of Article 19 of the Annotated Code of
Maryland (1939 Edition), title "Comptroller", be and it is
hereby repealed.
