456 LAWS OF MARYLAND. [CH. 411

"Baltimore City", sub-title "Taxicabs", said new sections
to be known as Sections 380 to 381N, inclusive, to follow
immediately after Section 379 of said Article, and to be
under the sub-title "Taxicab Bureau", creating a Taxi-
cab Bureau and providing for the regulation and licens-
ing of taxicab drivers, and providing for the registra-
tion of taxicabs.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That 16 new sections be and they are hereby
added to Article 4 of the Code of Public Local Laws of
Maryland (1938 Edition), title "Baltimore City", sub-title
"Taxicabs", said new sections to be known as Sections 380
to 381N to follow immediately after Section 379 of said
Article, and to be under the sub-title "Taxicab Bureau",
and to read as follows:

380. There is hereby created and established a "Taxi-
cab Bureau", which shall be vested with and possessed of
the powers and duties specified in this sub-title, and also
all powers necessary and proper to enable it to carry out
fully and effectually all the purposes of this sub-title.

The said Taxicab Bureau shall consist of a Supervisor,
who shall be appointed by the Police Commissioner of
Baltimore City and subject to removal by the said Police
Commissioner, and such clerk or clerks, inspectors or other
personnel as the Police Commissioner shall deem necessary
for the proper operation and functioning of the Taxicab
Bureau. They shall receive such salaries as may be pro-
vided by the Board of Estimates of Baltimore City.

381. No person shall drive a taxicab within the City of
Baltimore without first having obtained a taxicab driver's
license from the Taxicab Bureau.

Each applicant for a driver's license must:

(a) Be of the age of 21 years or over and a citizen of
the United States or a declarant.

(b) Be of sound physique, with good eyesight and not
subject to epilepsy, vertigo, heart trouble, or any other
infirmity of body or mind which might render the appli-
cant unfit for the safe operation of a taxicab.

(e) Be able to speak, read and write the English lan-
guage.

(d) Not be addicted to the use of drugs or intoxicating
liquors,

(e) Produce, on forms to be provided by the Taxicab
Bureau, affidavits of good character from two reputable
citizens of the State of Maryland who have known the
