of as has not been paid during his absence, as if he had
not been absent and had been employed for the period of
his absence, at the same rate of pay as when he entered
active service. During the period of such absence of any
such person who was employed by the State or any
agency thereof, including teachers, at the time he
entered active service, the State or agency thereof
shall make its contribution on behalf of such employee
as it would have made had he not been absent and
had retained his status as an employee during the period
of his absence. Such person, however, shall have no right
to withdraw any part of any such contribution made by
the State or any agency. The Boards, trustees or others
charged with the administration of any pension or retire-
ment fund or system are hereby authorized to issue rules
and regulations to carry out the provisions of this Section,
any present rules and regulations to the contrary notwith-
standing, including rules and regulations controlling the
period within which any such person may make up the
contributions missed by reason of his absence, and the
size and time, manner and amount of such repayment of
any portion thereof.

SEC. 2. And be it further enacted, That all laws or parts
of laws inconsistent with the provisions of this Act be and
the same are hereby repealed to the extent of such in-
consistency.

SEC. 3. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and being passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
