SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.

CHAPTER 332.
(Senate Bill 208)
AN ACT to repeal and re-enact, with amendments, Section
3 of Article 65A of the Annotated Code of Maryland
(1939 Edition), title "Morgan State College, " providing
for the Board of Trustees of Morgan State College.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 3 of Article 65A of the Annotated
Code of Maryland (1939 Edition), title "Morgan State
College, " be and the same is hereby repealed and re-
enacted with amendments, to read as follows:
3. The Board of Trustees of Morgan State College is
hereby established, consisting of nine (9) citizens of the
State who shall be appointed by the Governor with the
advice and consent of the Senate for a term of nine (9)
years and until their successors are appointed and qualify.
The First Board of Trustees shall consist of the following
persons:
Morris A. Soper, Chairman, to serve until the first Mon-
day of June, 1944; Carl J. Murphy, to serve until the first
Monday of June, 1945; Benjamin Johnson, to serve until
the first Monday of June, 1946; Carrington L. Davis, to
serve until the first Monday of June, 1947; Josia G. Henry,
Jr., to serve until the first Monday of June, 1948; Bliss
Forbush, to serve until the first Monday of June, 1949;
Ivan E. McDougle, to serve until the first Monday of June,
1950; Willard W. Alien, to serve until the first Monday of
June, 1951; and H. Milton Wagner, Jr., to serve until the
first Monday of June, 1952.
In case of any vacancy, the Governor shall appoint a suc-
cessor for the unexpired term. As the term of the mem-
bers herein named expire, the Governor shall appoint their
successors for terms of nine (9) years each.
The members of said Board shall have full authority
and responsibility for the conduct and management of the
affairs of Morgan State College, and shall perform all the
duties and functions and exercise all the powers herein
set forth. Before entering upon their official duties, the
members shall take the oath prescribed by the Constitution.
