having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 282.
(House Bill 297)

AN ACT authorizing and directing the County Commission-
ers of Allegany County to borrow $40, 000. 00 upon the faith
and credit of Allegany County by the sale of coupon bonds
in this amount, for the purpose of repaying the money
borrowed by said County Commissioners of Allegany County
for the use of the Board of Governors of Memorial Hospital
at Cumberland, Maryland, to be used in the completion of
two floors in said hospital, and directing the County Com-
missioners of said County to levy and collect taxes upon
the assessable property in said County, in the same manner
as other taxes are levied and collected, for the purpose of
paying the principal and interest on said bonds.

WHEREAS, The County Commissioners of Allegany County,
Maryland, after publication of notice to the public, did on
Tuesday, September 1, 1942, determine to expend the sum of
thirty-seven thousand, five hundred dollars, ($37, 500. 00) for
the use and benefit of the Memorial Hospital in Cumberland,
Maryland, in connection with a like sum contributed by The
Mayor and City Council of Cumberland, which sum of money
was not included in their budget of expenditures for the
year 1942; and

WHEREAS, in order to carry out and effectuate such pur-
pose the County Commissioners of Allegany County did bor-
row from The First National Bank of Cumberland, Maryland,
on October 30, 1942, such sum of $37, 500. 00 which they re-
ceived and applied to the use of The Board of Governors of
the Memorial Hospital in Cumberland, Maryland, giving to
said bank their promissory note payable with interest in
six months, and

WHEREAS,, as specified in said notice to the public and in
the resolution of said County Commissioners the said promis-
sory note was to be payable out of the taxes levied for the
