282 LAWS OF MARYLAND. [CH. 277

Sections 281, 282, 287, 321, 349, and 351, respectively, of Higin-
bothom's Edition of the Laws of Harford County (1942), be and
they are hereby repealed and re-enacted, with amendments, to
read as follows:

30. (281) The Mayor shall be a person of known integrity,
experience and sound judgment, not less than thirty years of
age, ten years a citizen of the United States, and five years a
resident of Havre de Grace next preceding the election and for
one year next preceding his election be assessed upon the as-
sessment books of said City either individually or jointly with
his wife with real property to an amount of not less than Two
Thousand ($2, 000. 00) Dollars. Beginning with an election on
the first Monday in May, 1941, and on the same day and month
every second year thereafter, the Mayor will be elected by
ballot for a period of two years. He shall begin his term
and take the oath hereinafter prescribed on the third Monday
of May following such election at which time, or as soon as con-
venient thereafter, the names of all candidates for appointed
offices shall be submitted to the City Council by the Mayor for
confirmation or rejection. Other names than those rejected
should be submitted promptly by the Mayor until all said va-
cancies are filled.

31. (282) The Mayor by virtue of his office shall preside
over all meetings of the City Council and see that the Ordi-
nances of the City are duly and faithfully executed. By and
with the advice and consent of the City Council, he shall ap-
point a City Clerk, City Treasurer, City Attorney, Chief of
Police, and he may appoint a City Engineer and Building In-
spector, which latter two positions may be held by the same
person, and such other officers as the Ordinances of the City
may provide. He shall annually on the first Monday in April,
or as soon as possible thereafter, report to the Council in writ-
ing the general state of the City, with an accurate account of
money received and expended, which said report shall be pub-
lished in two newspapers of the City, if so many be published
therein; he shall have power, at a hearing held for the purpose
of preferring charges, to remove any of the officers appointed
by him for neglect or violation of any duties pertaining to their
respective offices, and shall appoint others in their stead, sub-
ject to confirmation by the City Council as in the case of orig-
inal appointments; he shall have general supervision of the
City, and shall receive for his services an annual salary of
Six Hundred ($600. 00) Dollars.

36. (287) The salary of each member of the City Council
shall be Three Hundred ($300. 00) Dollars per annum.
