office at any time by the County Commissioners of said County,
who ^hall have power to appoint some competent person for
the unexpired term of the Clerk so removed, said Clerk shall
be paid for his services the sum of twelve hundred dollars per
annum, payable in monthly instalments of one hundred dollars
at the expiration of each and every month by the treasurer of
Garrett County from the funds of said County and the said
Clerk shall have full power to administer an oath or affirma-
tion to any and all persons who are to be examined as witnesses
in any matter before the County Commissioners, and touching
or relating to any account, bill or other matter to be filed in
the office of said County Commissioners; the said salary of
twelve hundred dollars per annum shall be full compensation
for all services required of said Clerk, who shall keep the office
of County Commissioners open from nine o'clock in the fore-
noon until four o'clock in the afternoon, and who shall attend
therein for the transaction of business on every day of the
week except Sundays and legal holidays. No additional com-
pensation shall be paid said Clerk for extra work, but the
County Commissioners may expend up to six hundred dollars
). 00) annually for assistance for said Clerk.

SEC. 2. And be It further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 240.
(House Bill 381)

AN ACT to repeal and re-enact, with amendments, Section
501 of Article 12 of the Code of Public Local Laws of Mary-
land (1930 Edition), the "Garrett County", sub-title
"States' Attorney", as said section was amended by Chap-
ter 87 of the Acts of 1933, setting a maximum annual ex-
penditure to be paid to the State's Attorney for Garrett
County for expenses.

SECTION 1, Be it enacted by the General Assembly of Mary-
land, That Section 501 of Article 12 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Garrett
