of his report, as will give the citizens and taxpayers of said
County an intelligent understanding of all receipts and ex-
penditures of County funds, and together with recommenda-
tions, if any, as to systems of bookkeeping and accounting;
and any resident of said County may upon request inspect said
report; and said Commissioners shall cause said report to be
published once, prior to October 1 in such year, in one news-
paper published in said County.
4. Upon recommendation by said auditor, the County
Commissioners may direct and require the installation and
maintenance of any system of bookkeeping or accounting by
the officials subject to audit hereunder.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1943.

CHAPTER 239.
(House Bill 379)
AN ACT to repeal and re-enact, with amendments, Section 87
of Article 12 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Garrett County", sub-title "County
Commissioners", as said section was amended by Chapter
338 of the Acts of 1941, providing for a maximum annual
expenditure for assistants for the Clerk to the County Com-
missioners.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 87 of Article 12 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Garrett County", sub-
title "County, Commissioners", as said section was amended by
Chapter 338 of the Acts of 1941, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
87. On the expiration of the term of the present Clerk to
the Board of County Commissioners, unless a vacancy occurs
before the expiration of said term, the County Commissioners
of Garrett County shall appoint a Clerk who shall serve for a
term of four (4) years from the time of his appointment and
qualification or until his successor is appointed and qualified
and shall be subjected to removal from said office for inef-
ficiency or for any wilful neglect of duty or misbehavior in
