of the members of the said Permanent Board of Registry
subject to all the other provisions of said Section sixty-five
(65).
SEC. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and having been
passed upon a yea and nay vote supported by three-fifths (3/5)
of all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 220.
(House Bill 79)
AN ACT to add a new section to Article 56 of the Annotated
Code of Maryland (1939 Edition), title "Licenses", sub-
title "Motor Vehicles", sub-heading "Fees for Registration
of Motor Vehicles", said new section to be known as Section
160A and to follow immediately after Section 160 of said
Article, relating to the collection of a service charge from
persons giving bad or worthless checks for Licenses.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 56
of the Annotated Code of Maryland (1939 Edition), title
"Licenses", sub-title "Motor Vehicles7', sub-heading "Fees for
Motor Vehicles", said new section to be known as Section 160A,
and to follow immediately after Section 160 of said Article,
and to read as follows:
160A. There is hereby imposed a service charge of Two
Dollars ($2. 00) for each and every bad or worthless check or
like instrument on every person presenting same in payment
for any license issued by the Commissioner of Motor Vehicles
and it shall be the duty of 'the Commissioner of Motor Vehicles
to collect such service charge and check, or suspend the license
so issued until such license fee and such service charge shall
have been paid. The Commissioner of Motor Vehicles shall
account for and remit all charges so collected, as provided in
Section 152 of this Article.
SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1943.
