and if any part of said proceeds shall remain after the con-
struction of said buildings, they shall only be used for redeem-
ing the bonds issued under the authority of Chapter 416 of
the Acts of 1941 and for the payment of interest thereon.

SEC. 3. And be it -further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety and, hav-
ing been passed by a yea and nay vote, supported by three-fifths
of all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of its
passage.

CHAPTER 218.
(House Bill 229)

AN ACT to repeal and re-enact, with amendments, Section
3 (e) of Article 33 of the Annotated Code of Maryland (1939
Edition), as amended, title "Elections", sub-title "Super-
visors of Elections", relating to the salary of the Clerk to
the Supervisors of Elections of Montgomery County, to pro-
vide for the appointment and compensation of a stenog-
rapher, temporary assistants, a custodian, and deputy cus-
todian of voting machines, and relating to expenses to be
allowed such custodians.

SECTION 1* Be it enacted Toy the General Assembly of Mary-
land, That Section 3 (e) of Article 33 of the Annotated Code of
Maryland (1939 Edition), title "Elections", sub-title "Super-
visors of Elections", be and the same is hereby repealed and re-
enacted with amendments so as to read as follows:

3 (e). The Board of Supervisors of Elections of Montgom-
ery County shall receive an annual salary of six hundred dol-
lars (f600. 00) payable on the order of the County Commis-
sioners of Montgomery County in equal monthly installments
and they shall not receive any other compensation, emolument,
pay or recompense of any kind whatsoever for their services,
including services rendered under Section 240 of this Article.
The Board of Supervisors of Elections of Montgomery County
may employ any member of the Bar of the Court of Appeals
of the State of Maryland, resident in Montgomery County, who
shall be paid for his services the sum of One Thousand Two
Hundred Dollars ($1, 200. 00) per annum, payable in equal
monthly installments and no other fees or compensation what
