Dear Sir:
I am returning, without executive approval, Chapter 117
(Senate Bill 195), entitled:
"An Act to repeal and re-enact, with amendments,
Section 217 of Article 13 of the Code of Public Local
Laws of Maryland, being Section 194 of Higinbothom's
Code of Harford County, title 'Harford County', sub-
title 'County Commissioners', to authorize and direct the
County Commissioners to meet at their office in Bel Air
at least one day in each week. "
Upon study and consideration of this proposed enactment
by the State Law Department, I am advised that this Bill,
which is an emergency measure, undertakes to change the duties
of the County Commissioners of Harford County. An emer-
gency measure cannot be the means by which any substantial
changes can be made in the duties or compensation of an officer
of the State. The same result can, however, be obtained by
making the Act effective June 1 next, following the enactment.
I have discussed the matter with the Senator from Harford
County who suggests this veto after which he will introduce
another Act remedying the effect to which reference has been
made.

the issuance of licenses. "
