directed to levy said tax in an amount sufficient to provide
funds to meet the budget of the Kensington Volunteer Fire
Department, Incorporated and also funds to meet the prin-
cipal and interest maturity payments on the bonds hereby
authorized and, in every such year, said tax shall be levied at
such rate, not exceeding the maximum rate allowed by law, as
will produce sufficient funds for the maintenance and opera-
tion expenses hereinabove referred to and for the debt service
on the bonds hereby authorized. If, at any time, said taxr
levied at the maximum rate now or hereafter authorized by
law, shall prove inadequate for the foregoing purposes, then
the County Commissioners of Montgomery County be and it w
hereby directed and empowered to levy unlimited ad valorem
taxes upon all the assessable property within the corporate
limits of the County sufficient in amount to make up the de-
ficiency in the sum necessary to meet the principal and interest
maturities of any of the bonds authorized hereby and outstand-
ing at the time of such levy, it being the intention hereof that
said bonds hereby authorized shall be issued upon the full faith
and credit of the County Commissioners of Montgomery
County, but that said debt service charges shall constitute a
first lien upon the proceeds collected from the levy of the spe-
cial ad valorem tax levied pursuant to the authority of Section
586 of the Code of Public Local Laws of Montgomery County
(1939 Edition), hereinabove referred to. Nothing herein con-
tained shall be construed as a modification or amendment of
any of the provisions of Sections 586 and 587 of the Code of
Public Local Laws of Montgomery County in so far as they
relate to the normal operations of said Kensington Volunteer
Fire Department, Incorporated, said Fire Board or the ex-
penditure of the proceeds of said special tax, after deducting
from said proceeds the amounts necessary for debt service on
the bonds hereby authorized, as aforesaid.
SEC. 4. And be it further enacted, That this Act shall take
effect June 1, 1943.
