corporated, but said Treasurer shall only make said payment
after receiving notice from the President of the County Com-
missioners of Montgomery County that it is proper for him to
do so. Said President of the County Commissioners of Mont-
gomery County shall not permit the release of said funds as
above provided unless and until the Treasurer of said Kensing-
ton Volunteer Fire Department, Incorporated shall have given
to the Board of County Commissioners of Montgomery County
a corporate surety bond in a form approved by a judge of the
Circuit Court for Montgomery County, said bond to be in a
penal sum not less than the net amount of the indebtedness
incurred by the County Commissioners of Montgomery County
as above authorized and to be conditioned upon the faithful
holding and disbursement by said Treasurer of the funds
hereby authorized to be paid to him, in accordance with the
conditions and provisions of this Act. Said Treasurer shall
pay, from the funds so placed in his custody, the purchase price
of the site on which said Fire Department building shall be
erected and also the total cost of the construction and the
equipment of said Fire Department building, including archi-
tect's fees, actual construction cost,, and all other incidental
charges in relation thereto, and, in addition, said Treasurer
shall pay the purchase price of any equipment or apparatus
acquired by said Kensington Volunteer Fire Department, In-
corporated in connection with the expansion of its activities.
Any balance of said funds so deposited in the custody of said
Treasurer, after making the foregoing disbursements, shall,
upon the completion thereof, be transferred by said Treasurer
to the general funds of said Kensington Volunteer Fire Depart-
ment, Incorporated, to be used for contingencies in said ex-
pansion program and also for the maintenance, repair, upkeep
and operation of said Fire Department as so expanded. Before
said Treasurer shall make any of the foregoing disbursements
he shall first procure the approval thereof from said Fire
Board and no disbursements of any nature whatsoever shall
be made by him unless and until such approval shall have been
obtained and endorsed on the voucher, requisition or other
instrument calling for the payment or disbursal of any of such
funds.

SEC. 3. And It e it further enacted, That the maturing prin-
\cipal and interest of the bonds hereby authorized shall be pri-
marily payable from the proceeds of the collection of so much
of the tax authorized to be levied by Section 586 of the Code of
Public Local Laws of Montgomery County (1939 Edition) as
shall actually be levied in the Thirteenth (13th) Election Dis-
trict of Montgomery County. In each year that any of the
bonds hereby authorized may be outstanding, the County Com-
missioners of Montgomery County is hereby authorized and
