Traffic Court whose duties shall be to care for the general
business of said Court and to have complete charge of the ad-
ministration thereof with supervisory control over the several
clerks and other employees assigned thereto.
The Governor shall designate four or more of said Justices
to be known as Magistrates of the Traffic Court.
The salaries of all Traffic Court Magistrates shall be such as
shall be provided for in the State Budget.
289. SUBSTITUTE MAGISTRATES. The Governor may desig-
nate one or more of the Justices of the Peace, provided for in
Section 712 of Article 4 of the Code of Public Local Laws of
Maryland (1938 Edition), as Substitute Magistrates of the
Traffic Court of Baltimore City, in addition to those provided
for in Section 287 of this Article.
These Substitute Magistrates shall be called upon to preside
in the Traffic Court of Baltimore City, in the absence of the
regularly assigned Chief Magistrate or Magistrates of the
Traffic Court.
The assignment of any such Substitute Magistrate shall be
made by the Chief Magistrate, or in the event the Chief Magis-
trate has not assigned a Substitute Magistrate, the Supervisor
may call upon a Substitute Magistrate to act.
The salary of each said Substitutes shall be fixed and paid
out of the funds provided for that purpose in the State Budget.
290. SECTIONS: The Traffic Court shall be divided into
separate parts and each of said magistrates shall be assigned
by the chief magistrate to preside in such parts at such times as
the chief magistrate shall determine.
The Traffic Court shall be in session every day except Sun-
days and holidays, and the Magistrate shall, during the time
when the Court is required to be in session, transact no other
business except the business required of them by the provisions
of this Section.
291. JURISDICTION: The Magistrates of the Traffic Court
shall have exclusive jurisdiction within the City of Baltimore
to hear and determine all complaints of violations of the Motor
Vehicle Laws of the State, and shall have exclusive jurisdic-
tion, where jurisdiction now or may hereafter be given to any
Justice of the Peace in Baltimore City to try or commit for
trial any person accused of violating the Traffic Ordinances of
Baltimore City.
292. CONTEMPT PROCEEDINGS: The Magistrates of Traffic
Court shall have power and authority to enforce obedience to
their orders and judgments by attachments, and to inflict sum-
mary punishment for contempt of court by a fine not exceeding
