181. PEDESTRIANS' RIGHT-OF-WAY AT CROSSWALKS. (a)
All pedestrians shall have the right-of-way at street crossings
in the towns and cities of this State, except where traffic is
controlled at such crossings by traffic officers, or traffic control
devices. Between street crossings in such towns and cities,
vehicles shall have the right-of-way.
(b) Whenever any vehicle is stopped at a marked crosswalk
or at any unmarked crosswalk at any intersection to permit
a pedestrian to cross the roadway the driver of any other
vehicle approaching from the rear shall not overtake and
pass such stopped vehicle.
182. PASSING STREET CAR ON LEFT PROHIBITED—EXCEP-
TIONS, (a) The driver of a vehicle shall not overtake and
pass upon the left nor drive upon the left side of any street car
proceeding in the same direction, whether such street car is
actually in motion or temporarily at rest, except:
1. When so directed by a police officer;
2. When upon a one-way street; or
3. When upon a street where the tracks are so located, or
when conditions upon a street are of such an emergency nature
as to prevent compliance with this section.
(b) The driver of any vehicle when permitted to overtake
and pass upon the left of a street car which has stopped for
the purpose of receiving or discharging any passenger shall
reduce speed and may proceed only upon exercising due cau-
tion for pedestrians and shall accord pedestrians the right-of-
way when required by other sections of this Article.
183. WHEN VEHICLES TO STOP BEHIND STREET CARS—EX-
CEPTIONS. Except where safety zones are provided, the driver
or operator of every vehicle shall bring the same to a full stop
not less than five feet from the rear of any street car headed in
the same direction which has stopped for the purpose of taking
on and discharging passengers, and remain standing until such
car has taken on or discharged its passengers,
184. DRIVING ON STREET CAR TRACKS. The driver of any
vehicle proceeding upon any street car track in front of a
street car upon a street shall remove such vehicle from the
tracks as soon as practical after signal from the operator of
said street car.
185. OBEDIENCE TO SIGNAL INDICATING APPROACH OF TRAIN.
(a) Whenever any person driving a vehicle approaches a rail-
