not less than ten ($10. 00) dollars nor more than one hundred
($100. 00) dollars.

(g) Any person operating any motor vehicle upon any high-
way of this State at a rate of speed greater than seventy miles
per hour shall be subject, upon conviction, to a fine of not
less than One Hundred Dollars ($100. 00) nor more than One
Thousand Dollars ($1000. 00) or to be imprisoned for not
less than thirty (30) days nor more than one (1) year, or to
both fine and imprisonment, for the first offense.

(h) Whenever the State Roads Commission shall determine
upon the basis of an engineering and traffic investigation that
any prima facie speed hereinbefore set forth is greater than
is reasonable or safe under the conditions found to exist at
any intersection or other place or upon any highway under
its jurisdiction, said State Roads Commission shall determine
and declare a reasonable safe prima facie speed limit thereat
which shall be effective when appropriate signs giving notice
thereof are erected at such intersection or other place or part
of the highway. Violation of the provisions, of this sub-section
shall constitute reckless driving, to wit: operating at a rate of
speed greater than is reasonable and proper.

158. MINIMUM SPEED REGULATION. No person shall drive
a motor vehicle at such a slow speed as to impede or block
the normal and reasonable movement of traffic except when
reduced speed is necessary. Peace officers are hereby authorized
to enforce this provision by direction to drivers, and in the
event of apparent willful disobedience to this provision and
refusal to comply with direction of an officer in accordance
herewith the continued slow operation by a driver shall be a
misdemeanor.

Violation of this section shall be deemed a misdemeanor
and upon conviction shall be punishable by a fine of One dollar
($1. 00) to One Hundred dollars ($100. 00).

158A. SPEED EVIDENCE OVER MEASURED COURSE. No Jus-
tice of the Peace, Trial Magistrate, or Magistrate of the Traffic
Court shall receive evidence of any alleged violation of the
Motor Vehicle Speed Laws over a measured course.

159. WHEN SPEED RESTRICTIONS NOT APPLICABLE. The
prima facie speed limitations and provisions relative to right-
of-way stopping at through highways, rules of the road, traffic
control devices and signals set forth in this Article shall
not apply to authorized emergency vehicles when responding
to emergency calls and the drivers thereof sound audible signal
"by bell, siren, or exhaust whistle, This provision shall not
