156A. RACING OR SPEED CONTEST. —WAGER, (a) No person
shall operate or drive a motor vehicle on the public highways
of this State in a race or in a speed contest, or on a bet or wager.
(b) Any person violating this provision shall be deemed
guilty of a misdemeanor and subject, upon conviction, to a fine
of not less than Twenty-Five ($25. 00) Dollars nor more than
Five Hundred ($500. 00) Dollars or up to one year imprison-
ment or both fine and imprisonment.
157. SPEED RESTRICTIONS, (a) No person shall drive a
vehicle on a highway at a greater speed than is reasonable and
prudent under the conditions then existing.
(b) Where no special hazard exists the following speeds
shall be lawful, but any speed in excess of said limits shall be
prima facie evidence that the speed is not reasonable or
prudent.
(e) No motor vehicle shall be operated upon any public
highway of this State at a rate of speed exceeding twenty-five
miles an hour on ordinary highways or thirty miles per hour
on dual lane through highways in the thickly settled or busi-
ness parts of cities, towns, and villages, or thirty miles per
hour on ordinary highways or thirty-five miles per hour on
dual lane highways in the outlying or not thickly settled part
of cities, towns or villages.
(d) No motor vehicle shall be operated upon any highway
of this State at a rate of speed greater than fifty miles per
hour, or fifty-five miles per hour on dual lane through high-
ways, under any circumstances or conditions.
(e) The fact that the speed of a vehicle is lower than the
foregoing prima facie limits shall not relieve the driver from
the duty to decrease speed when approaching and crossing an
intersection except through highways, when approaching and
going around a curve, when approaching a hill crest, when
traveling upon any narrow or winding roadway or when
special hazard exists with respect to pedestrians or other
traffic or by reason of weather or highway condition, and speed
shall be decreased as may be necessary to avoid colliding with
any person, vehicle, or other conveyance on or entering the
highway in compliance with legal requirements and the duty
of all persons to use due care.
(f) Violation of paragraphs (a), (b), (e), of this section
shall be deemed to be a misdemeanor and any person upon
convictions shall be fined not more than one hundred ($100. 00)
dollars. Violation of Paragraph (d) shall be deemed to be a
misdemeanor and any person upon conviction shall be fined
