request, shall release to the person entitled thereto any
and all forms of proof of financial responsibility offered
tinder this Article, when such proof is no longer required by this
Article; provided, however, such proof shall not be released
when there is outstanding or pending any cause of action or
action for damages or unsatisfied judgment against the in-
sured person or persons which creates or may create a legal
liability as against such proof. When such release applies to
money or securities, a notice signed by the Department or
the Public Service Commission as the case may be, di-
rected to the Treasurer of the State of Maryland, shall be
authority for the said Treasurer to so release and return such
money or securities.
129. OPERATING WITHOUT GIVING PROOF WHEN PROOF RE-
QUIRED., Any person whose operator's or chauffeur's license
or registration card or other privilege to operate a motor ve-
hicle has been suspended or revoked and restoration thereof or
issuance of a new license or registration is contingent upon the
furnishing of proof of financial responsibility and who during
such suspension or revocation or in the absence of full author-
ization from the Department drives any motor vehicle upon
any highway or knowingly permits any motor vehicle owned
by such person to be operated by another upon any highway
except as permitted hereunder shall be punished by imprison-
ment for not more than six (6) months or by a fine of not more
than Five Hundred ($500. 00) dollars or by both such fine and
imprisonment.
130. FORGING OR WITHOUT AUTHORITY SIGNING EVIDENCE
OF ABILITY TO RESPOND IN DAMAGES. Any person who forges
or without authority signs any evidence of ability to re-
spond in damages as required under the provisions of this
Article shall be punished by imprisonment for not more than
one (1) year or by a fine of not less than One Hundred ($100. -
00) dollars nor more than One Thousand ($1, 000. 00) dollars
or by both such fine and imprisonment.
OPERATION OF VEHICLES UPON HIGHWAYS
131. OBEDIENCE TO PEACE OFFICERS. "No person shall
willfully fail or refuse to comply with any lawful order or
direction of any peace officer invested by law with authority to
direct, control, or regulate traffic.
Violation of this section shall be deemed to be a misde-
meanor and upon conviction shall be punishable by a fine not
to exceed One Hundred ($100. 00) dollars.
132. AUTHORITY TO SUMMON WITNESSES. All peace offi-
cers and the Maryland State Police shall have authority to
