passengers or property for hire, without first obtaining a per-
mit from the Department.

(b) The Department shall not grant or issue such permit
nor register such motor vehicle until such person has first filed
with the Department, proof of financial responsibility as re-
quired by this Article and such proof has been accepted by the
Department, and the Department shall revoke the registration
of any such motor vehicle and any permit issued to the owner
thereof whenever the Department ascertains that such owner
has failed, or is unable, to maintain such proof of financial re-
sponsibility.

(e) There shall be issued one permit only per motor vehicle
covered by the proof herein required. This permit shall be in
convenient form and shall recite the manufacturer's engine
number and any other identifying descriptions or information
m the Department may prescribe, and shall apply only to the
vehicle for which it is issued.

(d) The permit shall be carried upon such motor vehicle
and shall be subject to examination upon demand by any
proper officer responsible for the enforcement of the laws of
this State.

(e) Any person violating the provisions of sub-section (a)
of this section shall be deemed guilty of a misdemeanor, and,
upon conviction, shall be punished by a fine of not less than
one hundred dollars nor more than five hundred dollars.

(f) Any person violating the provisions of sub-section (d)
of this section shall be guilty of a misdemeanor and upon con-
viction shall be punished by a fine of not more than ten dollars.

(g) This section shall not apply to the owners and operators
of mass transportation vehicles subject to the jurisdiction of
the Public Service Commission of Maryland.

108. FOR KENT MOTOR VEHICLES, (a) It shall be unlaw-
ful for any person to engage in the business of renting to
others, any motor vehicle without a driver, until such person
shall first notify the Department of his intention to engage in
the aforesaid business.

(b) The Department shall not register any motor vehicle
to be so rented, unless and until the person owning such motor
vehicle shall give proof of financial responsibility as provided
by this Article, and such proof has been accepted by the De-
partment, and the Department shall, revoke the registration of
any such motor vehicle whenever the Department ascertains
that such owner has failed, or is unable, to maintain such
proof of financial responsibility.
