operate a motor vehicle in this State under a license, permit, or
registration certificate issued by any other jurisdiction or
otherwise during such suspension or after such revocation un-
til a new license is obtained when and as permitted under this
Article.

Violation of this section shall be deemed to be a misde-
meanor and upon conviction shall be punishable by a fine of
not more than five hundred ($500. 00) dollars or by imprison-
ment for not more than six (6) months or by both such fine
and imprisonment.

99. RIGHT OF APPEAL TO COURT. Any person denied a
license or whose license has been canceled, suspended, or re-
voked by the Department, except where such cancellation or
revocation is mandatory under the provisions of this Article,
shall have the right to file an appeal within fifteen (15) days
thereafter for a hearing in the matter in the Baltimore City
Court or in the Circuit Court of the County as the case may
be, wherein such person shall reside and such court is hereby
vested with jurisdiction to take testimony and examine into
the facts of the case and to determine whether the petitioner
is entitled to a license or is subject to suspension, cancellation,
or revocation of license under the provisions of this Article. In
the case of non-residents the Circuit Court of the County or
the Baltimore City Court depending upon the place where
such non-resident was convicted of any violation of this Article,
shall have jurisdiction.

In the event an appeal shall be prayed, such appeal shall
operate as a stay.

100. UNLAWFUL USE OF LICENSE. It is a misdemeanor for
any person:

1. To display or cause or permit to be displayed or have in
his possession any cancelled, revoked, suspended, fictitious or
fraudulently altered operator's or chauffeur's license;

2. To lend his operator's or chauffeur's license or chauffeur's
badge to any other person or knowingly permit the use thereof
by another;

3. To display or represent as one's own any operator's or
chauffeur's license or chauffeur's badge not issued to him;

4. To fail or refuse to surrender to the Department upon its
lawful demand any operator's or chauffeur's license or chauf-
feur's badge which has been suspended, revoked or canceled;

5. To use a false or fictitious name in any application for
an operator's or chauffeur's license or to knowingly make a
