(i) APPLICANTS WHO ARE UNABLE TO HEAR OR SPEAK. An
applicant who is unable to hear or speak or both shall appear
before an Examining Committee designated by the Commis-
sioner for the approval of the issuance of an instruction li-
cense. Upon fulfilling the necessary requirements said person
may be granted a restricted license.

(j) REQUIREMENTS FOR EXAMINATION ON MOTOR VEHICLE
LAW AND FOR DRIVING TEST. The examination on the Motor
Vehicle Law shall consist of questions taken at random from
the entire Motor Vehicle Law. A thorough knowledge of the
Motor Vehicle Law is required.

The applicant shall furnish the motor vehicle for the required
driving test, which shall consist of starting and stopping
without stalling engine, making proper right and left hand
turns, giving the required hand signals, and backing and park*
ing, control on a hill, and obedience to traffic lights and signs.

The instructor shall accompany applicant and have his/her
driving permit in possession.

SEC. 84. OPERATING FEES, (a) Upon surrendering the in-
struction and examination permit and undergoing a satisfac-
tory examination as to his/her qualifications, such person
shall be entitled to receive the license applied for upon the
payment of the fees hereinafter provided in sub-section (d)
of this section.

(b) A number shall be assigned to each license and a
proper record of all applications for licenses and for all li-
censes issued shall be kept by the Department and shall be
open to public inspection.

(e) Each license shall state the full name, residence ad-
dress, race, sex, height, weight, and date of birth of the li-
censee and shall authorize the licensee to operate any motor
vehicle of any make, unless otherwise specified thereon.

(d) The following fees shall be paid to the Department for
licenses to operate motor vehicles, motorcycles, and bicycles
with motor attachment.

Two ($2. 00) dollars to operate motor vehicles other than
motorcycles and bicycles with motor attachments.

One ($1. 00) dollar to operate a motorcycle and such li-
cense shall not be valid for the operation of any other type of
vehicle.

One ($1. 00) dollar to operate a bicycle with motor attach-
ment or motor scooter and such license shall not be valid for
the operation of any other type of vehicle.

Three ($3. 00) dollars to operate a motor vehicle as a chauf-
feur as that word is defined.
