(3) To alter, forge, or falsify with fraudulent intent any as-
signment upon a certificate of title.

(4) To hold or use any such document or registration plate
knowing the same to have been so altered, forged, or falsified.

Violation of this section, upon conviction shall be punish-
able by a fine of one hundred ($100. 00) dollars to one thousand
($1, 000. 00) dollars or by imprisonment for not more than five
(5) years, or by both such fine and imprisonment.

71. AUTHORITY OF DEPARTMENT TO SUSPEND OR REVOKE
A REGISTRATION. In any of the following events, the Depart-
ment is hereby authorized to suspend or revoke the registra-
tion of a vehicle or a certificate of title, registration card, or
registration plate, or the permit of any non-resident or other
permit, subject to the right of appeal to the Circuit Court of
any County of this State if the licensee is a resident of said
County or has his place of business therein or to the Balti-
more City Court if the licensee lives in Baltimore City or has
his place of business in Baltimore, or if the licensee or permit
holder is a non-resident, then to the Court in that jurisdiction
where he temporarily resides or was apprehended.

(1) When the Department is satisfied that such registra-
tion or that such certificate, card, plate, or permit was fraudu-
lently or erroneously issued;

(2) When the Department determines that a registered ve-
hicle is mechanically unfit or unsafe to be operated or moved
upon the highways, or operated or so constructed as to cause
unreasonable damage to the public highways;

(3) When a registered vehicle has been dismantled or
wrecked;

(4) When the Department determines that the required fee
has not been paid and the same is not paid upon reasonable
notice and demand;

(5) When a registration card, registration plate, or per-
mit is knowingly displayed upon a vehicle other than the one
for which issued;

(6) When the Department determines that the owner has
committed any offense under this Article involving the regis-
tration or the certificate, card, plate, or permit to be sus-
pended or revoked;

(7) When the Department is so authorized under other
provisions of law.
