ger motor vehicles are properly registered in the State of their
residence shall not be required to have such vehicles registered
in this State until the expiration of registration in the State
of residence.

With the approval of the Governor, the Commissioner of
Motor Vehicles may issue complimentary guest cards, permits
or licenses to persons visiting the State from any foreign coun-
try or province, or may recognize and permit the use of such
guest cards, permits or licenses granted by other States, for
the operation of motor vehicles in the State of Maryland.

53. NON-RESIDENT OPERATOR SUBJECT TO PENALTIES. Any
non-resident operating a motor vehicle in this State con-
trary to the provisions of Section 50 shall be deemed guilty
of displaying a fictitious registration plate, or operating with-
out a license, which shall constitute a misdemeanor and upon
conviction shall be punished by a fine or not less than One
($1. 00) dollar nor more than One hundred ($100. 00) dollars.

54. APPLICATION FOR AND ISSUANCE OF DEALER REGISTRATION
PLATES. No manufacturer, dealer and used car dealer, dis-
tributor or wrecker shall be entitled to obtain or use registra-
tion plates, unless he shall first register with the Department.
Such registration shall be made under oath, upon blank forms
to be provided by the Department, and shall set forth the trade
name of the applicant, the location of his place of business and
of all places used by him for the storage of motor vehicles,
and if a dealer in new motor vehicles, the make of new motor
vehicles to be sold and shall state whether such applicant is
an individual, firm or corporation, giving the names and ad-
dresses of the individuals or partners interested in said busi-
ness, and if a corporation, the names and address of its
officers and directors. Any change in the information so
furnished shall be promptly given under oath to the Depart-
ment.

55. USE OF DEALER REGISTRATION PLATES, (a) A dealer,
duly registered under the provisions of this Article, may
use his dealer registration plates on motor vehicles in his
possession, but not owned by him, provided he shall have
secured the consent of said owner to such use.

(b) Whenever a registered dealer makes a bona fide sale
of a motor vehicle, said dealer may permit the purchaser of
such vehicle to use his. dealer registration plates on the motor
vehicle for a period not exceeding ten (10) days from the date
of delivery, provided the dealer shall give to such purchaser
permission so to use such registration plates, said permission
to be in substitution for registration card and to be on forms
