tion rules and regulations as may be deemed necessary and
compatible with the public interest with respect to the change
or substitution of one engine in place of another in any motor
vehicle.
35. DEPARTMENT TO ISSUE REGISTRATION BULLETINS. The
Department shall compile and publish in books or bulletins a
list of all registered vehicles and shall thereafter compile and
publish supplement^ thereto. The list of registered vehicles
shall be arranged serially according to the registration num-
bers assigned to registered vehicles and shall contain in addi-
tion the names and addresses of registered owners and a brief
description of each vehicle including the engine, serial or other
identifying] number thereof.
Copies of such lists may be furnished free of charge to pub-
lic officials of the State in the discretion of the Department
which may also furnish copies of such lists to all other per-
sons applying for the same at a price not exceeding twenty
($20. 00) dollars per year.
36. REGISTRATION EXPIRES ON TRANSFER BY OWNER, (a)
Whenever the owner of a registered vehicle transfers or
assigns his title, or interest thereto, the registration of such
vehicle shall expire unless said owner shall give to the pur-
chaser written permission to use said registration plates
for a period of ten days from the date of transfer; in
case such permission be not given the owner shall remove the
registration plates therefrom and may have such plates and
the registration number thereon assigned to another vehicle
upon payment of a fee of one ($1. 00) dollar where such motor
vehicle is of less or equal horsepower, tonnage, or chassis
weight as that originally registered; or upon payment of the
above fee of one ($1. 00) dollar plus the difference between the
fee originally paid for said registration plates and that due
in case the new motor vehicle be properly registered in a higher
class.
(b) A purchaser to whom has been given written per-
mission to use original registration plates as provided by sub-
section (a) of this section shall remove said registration plates
at the expiration of such ten days and promptly return them
either to the original owner of the motor vehicle or the De-
partment and it shall be unlawful for the purchaser or any
person other than the person to whom such registration plates
were originally issued to have the same in his possession after
the expiration of such ten days whether in use or not; provided
however that nothing in this sub-section shall be construed to
prohibit the original owner from transferring said registration
plates to another vehicle as hereinbefore provided.
