another vehicle or person other than the owner thereof, or a
fictitious registration plate; provided, however, in the event
of the sale of a motor vehicle, the purchaser may, for a period
of ten (10) days and no longer, operate such motor vehicle
under the registration plate assigned to it, and shall have and
display on the demand of any proper officer the actual consent
in writing of such previous owner to use such registration plate.

No person shall display any registration plate for which a
substitute has been issued.

Violation of this section shall be deemed to be a misde-
meanor and upon conviction shall be punishable by a fine of
One ($1. 00) Dollar to One Hundred ($100. ) Dollars or by
imprisonment not to exceed one (1) year or by both such fine
and imprisonment.

29. EXPIRATION OF REGISTRATION, (a) Every vehicle reg-
istration under this Article and every registration card and
registration plate issued hereunder shall expire at midnight
on the 31st day of March of the registration year for which
issued.

(b) Certificates of title need not be renewed annually but
shall remain valid until canceled by the Department for cause
or upon a transfer of any interest shown therein.

30. APPLICATION FOR AND RENEWAL OF REGISTRATION.

(a) Application for renewal of a vehicle registration shall be
made by the owner upon proper application and upon forms to
be obtained from the Department under conditions provided
by the Department.

(b) The Department may receive applications for renewal
of registration and grant the same and issue new registration
cards and plates at any time prior to expiration of registra-
tion, but no person shall display upon a vehicle the new regis-
tration plates for more than fifteen days prior to the expira-
tion of the registration period.

31. NOTICE OF CHANGE OF ADDRESS OR NAME, (a) When-
ever any person after making application for or obtaining
an operator's or chauffeur's license or the registration of
a vehicle or a certificate of title shall move from the address
named in the application or shown upon the license, registra-
tion card or certificate of title, such person shall within thirty

(30) days thereafter notify the Department in writing of his
old and new addresses, and forward the same for correction.

The Department shall make the necessary corrections without

charge.
