and intended to give notice of the presence of railroad tracks
or the approach of a railroad train.

(38) RAILROAD TRAIN: A steam engine, electric or other
motor, with or without cars coupled thereto, operated upon
rails, except street cars.

(39) RECONSTRUCTED VEHICLE: Every vehicle of a type re-
quired to be registered hereunder materially altered from its
original construction by the removal, addition, or substitution
of essential parts, new or used.

(40) REGISTERED DEALER: Every dealer or used car dealer
registered with the Department in accordance with the pro-
visions of this Article.

(41) REGULAR SCHEDULE shall be given a liberal construc-
tion and shall include the carriage of freight, merchandise or
passengers of at least one single trip per week for four consecu-
tive weeks, or three single trips within a period of ten days
between fixed termini and if freight, merchandise or passen-
gers are carried by any motor vehicle by at least one single
trip each week for four consecutive weeks or by three single
trips within a period of ten days, between fixed termini, any
one of such operations as aforesaid shall constitute a regular
schedule.

(42) RESIDENCE DISTRICT: The territory contiguous to and
including a highway not comprising a business district when
the property on such highway for a distance of 300 feet or more
is in the main improved with residences or residences and
buildings in use for business.

(43) RESIDENT: Every person who is a legal resident of this
State, and every non-resident (owner, corporation, manufac-
turer, dealer, used car dealer) owning, maintaining or operat-
ing place or places of business in this State and using motor
vehicles intra-state in connection with such business in this
State, or, any non-resident who maintains a temporary resi-
dence in this State and accepts any employment or engages
in any trade, profession or occupation in this State, or any
non-resident who maintains a temporary residence in this
State in excess of ninety days during the registration year.

(44) RIGHT OF WAY: The privilege of the immediate use of
the highway.

(45) ROAD TRACTORS: Every motor vehicle designed and used
for drawing other vehicles and not so constructed as to carry
