vehicle as these terms are commonly used or understood in
trade or business.

(b) The term "used motor vehicle" or "second-hand motor
vehicle" for the purposes of this law shall be applicable to all
motor vehicles other than those defined herein as new.

(27) NON-RESIDENT: Every person who is not hereinafter
defined as a resident of this State.

(28) OFFICIAL TRAFFIC CONTROL DEVICES: All signs, signals,
markings, and devices not inconsistent with this Article placed
or erected by authority of a public body or official having juris-
diction, for the purpose of regulating, warning or guiding traf-
fic.

(29) OFFICIAL TRAFFIC CONTROL SIGNAL: Any device, wheth-
er manually, electrically or mechanically operated, by which
traffic is alternately directed to stop and to proceed.

(30) OPERATOR: Every person, other than a chauffeur, who
is in actual physical control of a vehicle upon a highway.

(31) OWNER: The term "owner" shall include any person,
firm, association or corporation owning a vehicle or having the
exclusive use thereof under contract of purchase, lease, hiring
or rental thereof, or otherwise.

(32) PERSON: Every natural person, firm, co-partnership,
association or corporation.

(33) PNEUMATIC TIRE: Every tire in which compressed air
is designed to support the load.

(34) POLICE OR PEACE OFFICER: Every officer authorized to
direct or regulate traffic or to make arrests for violations of
any of the provisions of this Article.

(35) PRIVATE ROAD OR DRIVEWAY: Every way or place in
private ownership and used for vehicular travel by the owner
and those having express or implied permission from the own-
er but not by other persons.

(36) RAILROAD: A carrier of persons or property upon cars,
other than street cars, operated upon stationary rails.

(37) RAILROAD SIGN OR SIGNAL: Any sign, signal, or device
erected by authority of a public body or official or by a railroad
