toilet preparations or flavoring extracts, or for other similar
purposes.

(h) Storage. No license shall be required of a person to
operate a public warehouse where alcoholic beverages are
stored for the accounts of other persons, or to transport alco-
holic beverages into, within, or out of the State of Maryland;
but the Comptroller shall issue a permit at an annual fee of
$5. 00 to such persons for the transaction of such business
under such rules and regulations as he may deem necessary.

(i) Import and Export. No license shall be required for
the importation of alcoholic beverages intended for export
beyond the territorial limits of this State, provided such alco-
holic beverages are stored in public and government controlled
warehouses and not for sale and delivery within this State,
but the Comptroller shall require any such importer to obtain
a permit at an annual fee of $5. 00 for the transaction of such
business under such rules and regulations as he may deem
necessary.

(j) Non-Resident Dealer. A non-resident manufacturer or
dealer in alcoholic beverages may sell and deliver alcoholic
beverages from a location outside Maryland without a license
to any non-beverage permit holder or to any duly licensed
manufacturer or wholesaler, but not to any other license
holder in this State or to any other person in this State ex-
cept as further provided in this Article; however, such non-
resident manufacturer or dealer shall, before consigning any
alcoholic beverages into Maryland, apply for and obtain a per-
mit issued by the Comptroller at an annual fee of $5. 00 under
such rules and regulations as he may prescribe.

(k) Permits. A permit may be required of any resident
or non-resident person for the privilege of selling or offering
for sale wines or liquors to manufacturers, wholesalers or
retailers in this State. Such a person shall not contact con-
sumers, and where the person is employed by a non-resident
dealer, he shall not be permitted to sell, promote or offer for
sale beer, wine or liquor to retail dealers except for the ac-
count of a Maryland wholesaler or manufacturer who is a
distributor for the products of the dealer who is the employer
of such person. Such a permit may be issued by the Comp-
troller at an annual fee of $5. 00 and be subject to such rules
and regulations as he may prescribe.

(1) Planes and Ships. No license shall be required of
transport planes furnished with a cocktail lounge, or ships
carrying passengers or cargo to a foreign port, to purchase
alcoholic beverages from wholesalers or manufacturers pro-
vided satisfactory proof in writing is furnished that such bev-
