by law levied and collected, and have the same priority rights,
bear the same interest and penalties and in every respect be
treated the same as county taxes. The proceeds of the col-
lection of such tax shall be paid to the Commission and shall
constitute the administrative fund of the Commission. The
expenditures of the Commission for operating or administra-
tive purposes shall be within the amount of such fund, to*
gether with such additional funds as may be appropriated or
contributed for such purposes by said County Commissioners
or by the General Assembly of Maryland or by the United
States or by private donors.
The Commission is hereby authorized and empowered from
time to time during any fiscal year to borrow such sums of
money on promissory notes, to be known as Tax Anticipation
Certificates of Indebtedness to bear interest at not exceeding
six per centum (6%) per annum, to be signed by the Chair-
man and the Secretary-Treasurer of the Commission, as may
be necessary to meet its administrative operating expenses
within Montgomery County under this Act, from any bank or
institution or individual willing to lend the same, and from
time to time to issue and to renew its Tax Anticipation Cer-
tificates of Indebtedness for the same bearing interest at not
exceeding six per centum (6%) per annum, provided that the
total amount so borrowed and outstanding in any fiscal year
shall not exceed 75 per centum of the total proceeds received
by the Commission from the 3-cent administrative tax levied
and collected during the Commission's preceding fiscal year
within Montgomery County either in the Maryland-Wash-
ington Metropolitan District or in the Maryland-Washington
Regional District as the case may be; and provided further,
that all moneys so borrowed within any fiscal year shall be re-
paid during the next succeeding fiscal year from the proceeds
of the 3-cent administrative tax received by the Commission in
the fiscal year last mentioned.
As compensation for acting as District Council of Prince
George's County; the members, the attorney, and the clerk
of the Board of County Commissioners of Prince George's
County shall each receive in addition to the compensation
now received by them the sum of Four Hundred Dollars
(1400. 00) per annum, payable monthly, which amounts as to
the Board of County Commissioners to the extent of $200. 00
each per annum shall be paid from the proceeds of the three
cent administrative tax levied in said county under the provi-
sions of this Section, and as to said Commissioners to the
extent of $200. 00 each per annum from the general funds of
said County, and as to the Clerk and Attorney of the Board
of County Commissioners said sum of $400. 00 respectively,
shall be paid to them from the general funds of the County.
