in any year to pay all or any part of the authorized salary of
any Register, the deficiency shall be paid to the said Register
by the Comptroller from funds provided for that purpose in
the State budget.

The Registers of Wills of Baltimore City and of the several
counties shall, respectively, devote their full working time to
the duties of their office.

288. Every Register of Wills shall return annually to the
Comptroller a full and accurate account of all his fees, re-
ceipts and emoluments and of all the expenses incident to his
office, such account to be tendered under oath and in such form
and supported by such proofs as shall be prescribed by the
Comptroller; and every Register shall render with his ac-
counts of the expenses incident to his office, a list of the clerks
employed by him, stating the rate of compensation allowed to
each, and the duties which they severally perform; and also
an account of the sums paid for stationery, official or con-
tingent expenses, fuel and other things, and stating the pur-
pose for which said expenses are applied; and in the account
of fees there shall be a separate statement of all those fees
charged during the year included in said account which at the
date thereof remain uncollected.

SEC. 2. And be it further enacted, That all laws or parts
of laws inconsistent with the provisions of this Act be and the
same are hereby repealed to the extent of such inconsistency.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the Im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

(House Bill 626)

AN ACT to repeal and re-enact, with amendments, Section
154A of Article 56 of the Annotated Code of Maryland (1939
Edition), title "Licenses", sub-title "Motor Vehicles", sub-
heading "Registration of Motor Vehicles and Operators", as
said section was enacted by Chapter 386 of the Acts of 1941,
relating to the applicability to certain counties of the pro-
visions for the registration of certain motor vehicles and for
the issuance of metal markers by County Treasurers.
