roll County", sub-title "Circuit Court", sub-heading "War
Records", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

35. The Clerk of the Circuit Court for Carroll County
is hereby authorized and directed to receive and safely
keep and preserve, as are the records of the Circuit Court
for Carroll County, any books, proceedings, records, orig-
inal papers, or other matters or things deemed by the Car-
roll County Managing Committee or Chairman, of the
United War Work Campaign, the Red Cross, the Liberty
Loan Committee, or any other patriotic organization par-
ticipating in the civilian activities of the United States
in the World War of 1917-1918, and the books, records,
original papers, proceedings or other documents which
the Chairman, Directors or Managers of any Civilian
Defense, Red Cross, Victory Loan or other Loan Campaign
or other committees, or patriotic organizations participat-
ing in the civilian activities of the United States, the State
of Maryland or Carroll County in the present World War
in which the United States became a participant in De-
cember, 1941, which records, books, documents, papers or
proceedings shall be open to the inspection of any one inter-
ested therein. And said Clerk of the Circuit Court for
Carroll County shall allow none of said books, papers,
documents, records or proceedings to be taken from his
office, except moving picture films or similar records, and
then only for public exhibition by some charitable, educa-
tional, religious or patriotic organization, upon an occa-
sion and at a time, and under such restrictions, as said
Clerk may deem right and proper; provided that the Cir-
cuit Court for Carroll County may in all cases authorize
the temporary removal of any such record, book, docu-
ment, paper or proceedings deposited for safe keeping with
its Clerk.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.
