SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a commission on Baltimore Wholesale Fruit and
Vegetable Markets is hereby created. The Commission shall
consist of thirteen members appointed by the Governor to serve
until June 1, 1945. The Governor shall make the appointments
from nominations made as follows: One such member shall
be so appointed from nominations to be made by the State
Board of Agriculture; three such members shall be so ap-
pointed from nominations to be made by the Mayor of the City
of Baltimore; one such member shall be appointed from nomi-
nations to be made by the Independent Retail Grocers' Asso-
ciation of the City of Baltimore; three such members shall be
so appointed from nominations to be jointly made by the
Executive Committee of the Maryland State Grange and the
Board of Directors of the Maryland Farm Bureau, Inc., at a
joint meeting of the two said bodies; two such members shall be
engineers, so appointed from nominations to be jointly made
by the railroads operating in the Baltimore area; and three
such members shall be so appointed from nominations to be
jointly made by the Baltimore Fruit and Produce Association
and the Baltimore Branch of the National League of Whole-
sale Fresh Fruit and Vegetable Distributors, at a joint meeting
of the two said bodies.
The said State Board of Agriculture and the Independent
Retail Grocers' Association shall each submit to the Governor
two or more such nominees, the Mayor of the City of Balti-
more shall submit six or more such nominees, the said Execu-
tive Committee of the Maryland State Grange and the Board
of Directors of the Maryland Farm Bureau, Inc., shall jointly
submit six or more such nominees, the railroads operating lines
in the Baltimore area shall jointly submit four or more such
nominees mutually agreed upon by them, and the said Balti-
more Fruit and Produce Association and the Baltimore Branch
of the National League of Wholesale Fresh Fruit and Vegetable
Distributors shall jointly submit six or more such nominees.
The Commission shall elect its own chairman. All members
shall serve without compensation.
SEC. 2. And be it further enacted, That it shall be the duty
of the Commission:
(a) To undertake studies and surveys of the produce markets
of Baltimore, make determinations as to the adequacy of
the market facilities and plans for their improvement.
(b) To formulate a program for improvement of these facili-
ties to eliminate the present congestion and loss of time
in handling produce.
