vass, certify the result to the Mayor and Common Council
of Riverdale, and deliver the ballot boxes with the ballots
sealed therein and the booths to the clerk of the Mayor and
Common Council of Riverdale, who shall faithfully keep the
sealed ballot boxes for a period of thirty days after the
election.

In the event of the majority of said votes being in favor of
the annexation of the territory herein described to the town of
Riverdale, said territory, upon January 1, 1944, shall be an-
nexed to and become part of said town.

SEC. 2 And be it further enacted, That this Act is an
emergency Act, and necessary to the preservation of the pub-
lic health and safety of the citizens of the territory hereby
annexed to the town of Riverdale and of the State of Mary-
land, and three-fifths of the members of both Houses upon a
yea and nay vote having concurred therein, it is declared to
be an emergency Act and as such to take effect from the date
of its passage.

CHAPTER 972.
(House Bill 345)

AN ACT to create a commission on Baltimore Wholesale Fruit
and Vegetable Markets to study and survey market needs,
make plans, submit recommendations for legislation and
funds needed.

DECLARATION OF POLICY.

WHEREAS, due to the great increase in the population of
Baltimore the produce market facilities established in 1773
and rebuilt in 1907 have long become inadequate to handle the
fresh fruits and vegetables efficiently; and

WHEREAS,, this situation causes traffic congestion, loss of
time to farmers and retail merchants using these markets and
increase the labor and costs of the commission merchants; and

WHEREAS, there is a demand by growers, consumers and
members of the trade for improvement in marketing and a
reduction in the cost of distribution through improvements to
the wholesale markets; therefore
