additional amount to the attendance officer, but the State shall
not share in this additional payment. County boards of educa-
tion are free to employ as many additional attendance officers
as in their judgment are necessary, subject to the approval of
the State Superintendent of Schools, but the State shall not
share in the payment of their salaries. Provided that the State
Board of Education in its discretion may excuse any county
from employing an attendance officer and may designate the
county superintendent of schools, the supervising teacher or
the helping teacher to perform the duties of the attendance of-
ficer, and when so designated the amount allowed each county
for such work shall be used for general school purposes.

(3) There shall be employed in each county at least one sta-
tistical and stenographic clerk; provided that in Montgomery
County there shall also be appointed by the Board of Education
for Montgomery County at its first meeting after June 1, 1943,
a supervisor of school property who shall discharge the duties
of his office under the general supervision of the superintendent
of education for said county, said supervisor of school property,
when appointed, shall serve for a term of four years at an
annual salary of three thousand dollars (f3, 000) payable
monthly by the board of education for Montgomery County,
and said supervisor of school property shall be reimbursed for
all additional necessary traveling and other expenses and dis-
bursements incurred or made by him in the performance of his
official duties and no part of the travelling or proper expenses
of the said supervisor of school property Incurred in the per-
formance of his official duties shall be included in or counted as
a part of his annual salary. The said supervisor of school prop-
erty shall appoint an assistant to aid him in carrying out his
duties, and such assistant shall receive an annual salary of two
thousand and four hundred dollars ($2, 400) and an additional
sum of six hundred dollars ($600) per annum, for expenses in-
curred in carrying out his official duties. Neither the supervisor
of school property nor his assistant shall have any pecuniary
interest in any contract entered into by the county commis-
sioners, the board of education, or on behalf of Montgomery
County. It shall be the duty of the said supervisor of school
property, in addition to whatever duties are assigned him by
the board of education of Montgomery County, to supervise the
construction, maintenance and operation of all school build-
ings, and he shall supervise the transportation of pupils at
public expense, and he shall select, appoint and exercise super-
vision over and remove the drivers or operators of all school
buses or vehicles used for the transportation of pupils in the
public schools of Montgomery County, and he shall have juris-
diction of the sanitary conditions of all the buildings and
