tax all taxicabs, buses, or other vehicles used in said Town
for the carriage of passengers, to license the owners, driv-
ers and operators thereof, to regulate, license and tax all
vehicles used for the carriage or transportation of freight
or merchandise and all vehicles transporting sound, mu-
sical, radio or other broadcasting "devices and to levy and
collect a license fee or tax upon all vehicles of every kind
owned by residents of the Town of Aberdeen and habitually
kept therein and used upon the streets thereof, and, in
general, to pass such ordinances as they may deem proper,
necessary and beneficial to the Town.

15. For the purpose of carrying out the powers con-
ferred by this Charter, and for preservation of the clean-
liness, health, peace and good order of the community, and
for the protection of the lives and property of the citizens,
and to suppress, abate and discontinue, or cause to be
suppressed, abated or discontinued, all nuisances within
the corporate limits of said Town, they may pass all ordi-
nances or by-laws from time to time necessary; and to
insure the observance of such ordinances, in addition to
the action of debt or such other civil remedies as may
exist in such cases by law for the recovery of the penalties
thereunto affixed, they may affix thereto such reasonable
fines, not exceeding One Hundred Dollars ($100. 00) or
thirty (30)" days in the County Jail or both in any case,
as to them may appear right, and in default of the pay-
ment of any fine imposed, they may provide for the im-
prisonment of the offenders for a period not exceeding
thirty (30) days, or until the fines are paid; provided that
no ordinance shall be adopted except by a yea and nay
vote, and the names of the members of the Commissioners
voting for and against the same shall be entered in the
minutes.

16. The Commissioners shall have the authority to zone
the Town of Aberdeen, dividing the same into several dis-
tricts, and in each of said districts may prescribe reason-
able rules and regulations relating to the character and
type of buildings, and until a zoning ordinance is estab-
lished no buildings shall be erected in said town by any
person, persons, firm or corporation, unless and until the
said person, persons, firm or corporation, shall submit to
the Commissioners plans for said buildings, which shall
include the materials to be used in the construction of the
same, and the location of the land on which said building
is to be placed, and if the said plans of any building or
structure, or the location thereof on the land, and the
materials proposed to be used for the same, shall not be
