Girls, Cheltenham School for Boys, and the Maryland
Training School for Colored Girls, shall exercise their cor-
porate functions under the supervision, direction and con-
trol of the Department of Public Welfare, and through the
Bureau of Child Welfare therein established. Said Depart-
ment shall by rules and regulations establish standards of
care, policies of admission, transfer and discharge, and
from time to time order such changes in the policies, con-
duct or management of said institutions as may seem desir-
able. Said Department shall develop a program within
each training school, including provision for after-care
supervision. Each of said institutions shall nevertheless
remain under the general management of their respective
Board of Managers, subject to the limitations herein set
forth.
18. From and after the effective diate of this Act, the
Boards of Managers of said institutions shall continue in
office until the expiration of their respective terms, but no
vacancy shall be filled until the number of members shall
The reduced to seven. Thereafter, the Governor shall annu-
ally appoint members for staggered terms of three years,
so arranged that the terms of at least two members shall
expire on June 1 of each year. Members shall be eligible
for reappointment to an additional term or terms, but not
immediately succeeding the second term.
19. The Board of Managers of each of said institutions
shall advise with the Superintendent thereof and the State
Department of Public Welfare in matters pertaining to the
institution. The Board shall hold meetings as often as
necessary, not less than four times a year, and shall par-
ticipate in interpreting the objectives of such institution
to the public, and in planning for the development and
utilization of all available resources for the promotion of
the needs of the institution. It shall be the duty of the
Superintendent to prepare budget estimates, and, after
approval of his Board, to transmit the same to the State
Department of Public Welfare for its approval and sub-
mission to the Governor. No member of a Board, nor any
of its employees, shall be directly or indirectly interested
in any contract for building, repairing, equipping or fur-
nishing material or supplies of any kind to, or be finan-
cially interested in any contract with, any of said institu-
tions. The members of said Boards shall receive no salary
for their services, but shall be paid for necessary expenses
incident to the performance of their duties.
