1404 ' LAWS OF MARYLAND. [CH. 797

2B. There shall be a Bureau of Child Welfare in the
State Department of Public Welfare, having responsibility
for insuring proper standards of child care for all chil-
dren in need thereof, and a Division of Institutions within
said Bureau. The personnel of the Bureau shall be ap-
pointed by the Director of Public Welfare in accordance
with the provisions of Article 64A of the Code, provided,
however, that the appointment of the head of the Bureau
shall be subject to the approval of the Board of Public
Welfare. The head of the Bureau shall be a person thor-
oughly qualified by experience and training in the field of
child welfare, who shall be responsible to the Director of
Public Welfare, and shall be paid such salary as may be
fixed from time to time in the Budget. Said Bureau shall
have a staff adequate for the performance of its duties,
and to insure State-wide supervision and control in said
field.

3. The State Department of Public Welfare is hereby
authorized and empowered to adopt from time to time,
such rules and regulations, as may be necessary, to carry
out any of the duties imposed upon it by law, and when
adopted and approved by the Board of Public Welfare,
such rules and regulations shall have the force and effect
of law. It shall likewise adopt rules and regulations cover-
ing the custody, use and preservation of the records, papers,
files and communications of the State and local depart-
ments concerning applicants and recipients of assistance.
The use of such records, papers, files and communications
by any other agency or department of government to which
they may be furnished shall be limited to the purposes for
which they are furnished.

SEC. 2. And be it further enacted, That the sub-titles
"Continuing Appropriations" and "Maryland Rehabilita-
tion Corporation'' and Sections 17 to 24 inclusive, of Art.
88A of the Annotated Code of Maryland (1939 Edition),
title "State Department of Public Welfare" be and the
same are hereby repealed, and that a new sub-title and
six new sections be added to said Article, said new sub-
title to be known as "Training Schools for Delinquent
Children", said new sections to be known as Sections 17,
18, 19, 20, 21 and 22, to follow immediately after Section
16 of said Article, and to read as follows:

Training Schools for Delinquent Children.

17. From and after the effective date of this Act, the
Maryland Training School for Boys, Montrose School for
