porations Receiving Appropriations from the State, "
and to add a new section to Article 15A of said Code,
title "Budget and Procurement, " sub-title "Budgetary
Administration, " said new section to be known as Sec-
tion 12A, and to follow immediately after Section 12
of said Article, relating to the payment of money appro-
priated to certain institutions or corporations.
Whereas, the provisions of Section 39 of Article 19 seem
more properly to belong at the present time in Article 15A
of the Code; therefore
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 39 of Article 19 of the Annotated
Code of Maryland (1939 Edition), title "Comptroller, " sub-
title "Supervision of Expenditures of Corporations Re-
ceiving Appropriations from the State, " be and it is here-
by repealed.
SEC. 2. And be it further enacted, That a new section
be and it is hereby added to Article 15A of said Code, title
"Budget and Procurement, " sub-title "Budgetary Admin-
istration, " said new section to be known as Section 12A,
to follow immediately after Section 12 of said Article,
and to read as follows:
12A. It shall be unlawful for the Comptroller of the
State to issue a warrant to any institution or corporation
of this State for any sum of money or part of any sum
which may be appropriated by the general Assembly to
such institutions or corporations until the said institution
or corporation has filed with the Comptroller of the State
an affidavit of the president and treasurer of such institu-
tion or corporation, and if such institution or corporation
has not a president or treasurer, then such affidavit to be
made by the officer or person having charge of and the
disbursement of the funds of such institution or corpora-
tion, that they, as such officers, have personal knowledge
that no sum of money has been paid to, or promised to be
paid to any legislative agent, attorney or lobbyists for any
services rendered in securing the passage of the act mak-
ing such appropriation.
SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1943.
