signature and address of the physician by whom it was
written, and the date upon which it was filled. Such pre-
scription shall not be refilled, except on order of said phy-
sician, shall be open to the inspection of state and local
health authorities, and shall be kept on file for at least two
years after it was filled. The provisions of this section
shall not apply to any physician licensed to practice medi-
cine, to any health department or other governmental
agency, or to the otherwise lawful conduct of business
between commercial, medical, pharmaceutical, scientific or
governmental agencies. Any person violating the provis-
ions of this section shall be guilty of a misdemeanor and,
upon conviction thereof, shall be fined not to exceed Fifty
Dollars ($50. 00) for the first offense and not more than
Two Hundred and Fifty Dollars ($250. 00) for each sub-
sequent offense.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1943.

(Senate Bill 384)
AN ACT to repeal and re-enact, with amendments, Section
82 of Article 5 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Calvert County", sub-
title "County Commissioners", as said section was
amended by Chapter 352 of the Acts of 1933, increasing
the compensation of the Clerk to the Board of County
Commissioners of Calvert County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 82 of Article 5 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Calvert
County", sub-title "County Commissioners", as said section
was amended by Chapter 352 of the Acts of 1933, be and
it is hereby repealed and re-enacted, with amendments, to
read as follows:
82. The County Commissioners shall annually appoint
as clerk to their board a person of integrity and judgment,
who shall have been trained in the matter of bookkeeping
and who shall be skillful with respect to the keeping of
accounts, and who shall hold his office until his successor
