sioner of Motor Vehicles, exclusive, however, of
one and four-tenths mills ($.0014) of the Two
Cent (2c) Tax, and exclusive of income from
Truck License Fees and Franchise Taxes. From
the remainder, there is allotted to the State Roads
Commission, Seventy Percent. (70%) of all in-
comes, except 'Fines and Forfeitures, and from the
latter net income, there is to be allotted Eighty
Percent (80%) to the State Roads Commission.

From the net Revenues received by the State Roads
Commission, together with the sums received from
miscellaneous sources, and from payments received
from Trust Funds, reimbursing the State Roads
Commission for certain operating costs or portions
thereof in connection with the operation of Toll
Bridges on the State System, and from the pay-
ment received from Trust Funds, reimbursing the
State Roads Commission for certain operating costs
or portions thereof in connection with the operation
of ihe Chesapeake Bay Ferry System, provision is
to be made first for maintaining all the roads and
bridges comprising the State System of Roads and
Brdiges, and for the payment of maintenance and
partial operating costs of the Toll Bridges and
certain costs of labor in the operation of the Ferry
System. •

The balance of the aggregate income from these
sources, after complying with the' aforegoing pro-
v-sions. then shall be used for Reconstruction.
Betterments and Additions, including projects of
new construction on the State System of Roads and
Bridges, or for such other collateral road matters
as, in the opinion of the- Commission, it deems ad-
visable and proper to undertake.

The following amounts are computed as estimates
only, it being the intention that these appropria-
tions shall be 100% of the revenue's aforesaid, pro-
vided, however, that any proceeds of the Tax and
any proceeds from any of the sources aforesaid, in
excess of the respective enumerated amounts herein
provided and specifically appropriated, shall not
revert to the General Fund of the State, but shall
go into and be credited to the Reconstruction Fund
of the1 State Roads Commission, and shall be used
exclusively and solely for the construction, recon-
struction, betterments, additions, and maintenance
