1020 LAWS OF MARYLAND. [CH. 710

Works, in its discretion, may by a resolution dedicate all
or any part of such excess revenues to the payment of the
interest and principal of the State debt payable during each
' of the fiscal years ending June 30, 1944, and June 30, 1945.
After the adoption of such a resolution, the part of the
excess revenues so dedicated shall be applied exclusively to
the payment of such interest and principal and to no other
purpose. Such a resolution shall operate to reduce the
State Tax rate on real and personal property for the fiscal
years ending June 30, 1944, and June 30, 1945, by the
amount so dedicated to the State debt. Immediately upon
the adoption of such a resolution, the Governor shall issue
a proclamation setting forth the amount of such reduction
in the State Tax rate, and the resulting rate for the fiscal
years ending June 30, 1944, and June 30, 1945, respectively.
This act shall not apply to dedicated funds. Provided,
however, that in the discretion of the Board of Public
Works all or any part of such excess revenues may be
applied to the payment of the interest and principal of the
State debt, payable during the fiscal years ending June
30th, 1944, and June 30th, 1945, and/or for the reduction
of the income tax in such amount or amounts or in such
proportions as said Board shall determine.

SEC. 2. And be it further enacted. That this Act shall
take effect June 1, 1943.

CHAPTER 710.
(Senate Bill 126)

AN ACT making appropriations for the support of the State
Government and for the aid of sundry schools and institu-
tions and for other purposes for the fiscal years ending,
respectively, on June 30th, 1944, and on June 30, 1945.

SECTION 1. Be It enacted by the General Assembly of Mary-
land, That subject to the provisions hereinafter set forth and
subject to the Public General Laws of Maryland relating to
the Budget procedure, the several amounts hereinafter named
as "appropriations, " or so much thereof as shall be sufficient
to accomplish the purposes designated, are hereby appropriated
and authorized to be paid to the respective departments,
boards, commissions and officers of the State, and to the respec-
tive schools and institutions, and for the several purposes
specified, for the fiscal year beginning July 1, 1943, and ending
June 30, 1944, and for the fiscal year beginning July 1, 1944,
and ending June 30th, 1945, as hereinafter indicated.
