less than the total amount of the taxes and other municipal
liens due, together with interest and penalties thereon and
the expenses incurred in making the sale, and the lien for
the same shall pass to the purchaser.

Section 58-1. Payment of Purchase Price. The pay-
ment of the purchase price shall be on such terms as are
prescribed by the Collector; provided, however, that the
Collector shall require the purchaser to pay, not later than
the day after the day of sale, the full amount of taxes and
other municipal liens due on the property sold, whether the
same are in arrears or not, together with interest and pen-
alties thereon and expenses incurred in making the sale*
and the residue of the purchase price shall remain on a
credit of one year and a day. After the final decree has
been passed foreclosing the right of redemption in any
property, the Collector shall not execute or deliver a deed
to any purchaser until the balance of the purchase price
has been paid in full, together with all taxes and other
municipal liens and interest and penalties thereon accru-
ing subsequent to the date of sale. Upon receipt of said
balance and the said subsequent taxes and other municipal
liens and interest and penalties thereon, the Collector shall
execute and deliver a proper deed to the purchaser and
shall forward the said balance to the City Register, who
shall hold the same for the use of the person entitled
thereto.

Section 58J. Withdrawal Before Sale. At any time
before any property is sold under the provisions of this
Act, the Collector shall have the right to withdraw such
property from any such tax sale. No property shall be
withdrawn from any sale if the withdrawal of the same
affects the validity or collectibility of any taxes or other
municipal liens.

Section 58K. Sale Deemed Invalid. Refund of Pur-
chase Price. When, in the opinion of the City Solicitor,
any sale made under the provisions of this Act, was not
validly made, for any cause whatever, the purchaser at
any such invalid sale shall be refunded the full amount of
purchase money paid by him on account of the said sale.

CERTIFICATE OF SALE.

Section 59. Certificate of Sale. The Collector shall
deliver to the purchaser a certificate of sale under his hand
and seal, acknowledged by him as a conveyance of land,
