910 LAWS OF MARYLAND. [CH. 531

Kent County an intelligent understanding of all receipts
and expenditures of public monies.

The said report shall be made in duplicate, one copy
to be filed with the Clerk of the Circuit Court for Kent
County and one copy with the County Commissioners of
Kent County, and the said County Commissioners are
hereby directed and empowered to publish said. report,
immediately upon the filing of the same, in two or more
newspapers, published in Kent County, for such length of
time as the County Commissioners shall deem expedient.

36. The members of the said Auditing Committee
shall be allowed for their services in auditing the accounts,
books, papers and proceedings of the boards and officers
named in this sub-title the sum of one dollar ($1. 00) per
hour, per member, together with such expenses for sta-
tionery, incidental expenses, and costs, if any, of sum-
moning witnesses and witness fees as herein set forth,
. all of which shall be paid by the Board of County Com-
missioners of Kent County.

36A. It shall be the duty of the said several boards,
and they and each of them are hereby directed and re-
quired to notify all persons having claims of any kind
against any of the said boards or against Kent County,
which are properly payable out of the public funds, sub-
ject to the control of said boards, except such as may be
pending in any of the courts of this State, to file said
accounts and claims with the proper boards, so that the
same may be examined and passed upon by the said re-
spective boards before the thirty-first day of December
in each and every year after the passage of this sub-title;
and any persons failing to file their accounts or claims as
aforesaid shall not thereafter be permitted to do so, and
. shall forfeit all right to collect the same by legal process
or otherwise, unless good and sufficient excuse for such
failure is given to and approved by the Board with which
the said account or claim is offered to be filed; the said
several boards and officers are hereby directed and re-
quired, when requested by the said Auditing Committee
or any member thereof, to lay before the said Auditing
Committee all books, accounts, and other papers relating
to the receipt and disbursement of the public funds in
their hands or subject to their control; and the said sev-
eral boards and officers shall in every way expedite and
facilitate the work of the said Auditing Committee, to
the end that the true financial status and condition off
the said several boards and officers, and of Kent County, *
may be fully and accurately determined.
