licity. This program should include the dissemination of
effective factual information on what is happening to the
State's natural resources, what wasteful practices are
being pursued, and what possible remedies there may be
for improving present conditions. This program should
also include the dissemination of active factual informa-
tion as to the nutritive food values of seafood.
(c) Cooperation with the research and educational
work being done by the United States Bureau of Fisheries,
the University of Maryland and the State-aided Colleges
and institutions.
12G. The Commission shall appoint a competent
Director of Research and Education, who shall have spe-
cial training and experience in investigating problems in
the field of natural resources and the handling of educa-
tional matters, and be a graduate of an accredited college.
The Commission shall likewise appoint such assistants,
biologists and other employees as may be necessary, as
provided in the Budget. The Director and all other per-
sonnel of the Department shall be selected in accordance
with the Merit System law. The Assistant in charge of
educational work shall be a graduate of an accredited
college and have a broad knowledge of conservation.
SEC. 12. And be it further enacted, That all of the
powers and duties imposed upon the Conservation Com-
mission by Sections 13 to 21, inclusive, and Section 27 of
Article 19A of the Annotated Code of Maryland (1939
Edition) be exercised and performed by the State Board
of Natural Resources, and wherever the words "Conser-
vation Commission" occur in said Sections the words
"Board of Natural Resources" shall be substituted.
SEC. 13. And be it further enacted, That all laws and
parts of laws, inconsistent with the provisions of this Act,
be and they are hereby repealed.
SEC. 14. And he it further enacted, That this Act shall
take effect on June 1, 1941.
