tion", sub-title "Bureau of Mines" be repealed and two
new Sections 17 and 18 be added to said Article, to follow
after Section 16, to read as follows:
17. There is hereby created under the Department of
Geology, Mines and Water Resources a Bureau to be known
as the "Bureau of Mines", hereinafter referred to as the
Bureau.
18. The Commission of Geology, Mines and Water Re-
sources shall appoint in accordance with the Merit System
law, a competent person to be known as the Chief Mine
Engineer who shall be in charge of the Bureau; but the
present incumbent of the position shall continue as the
Chief Mine Engineer under the provisions of the Merit
System law, until his death, resignation or removal, and
exercise and perform the powers and duties prescribed
by this sub-title.
SEC. 10. And be it further enacted, That Article 96A
of the Annotated Code of Maryland (1939 Edition), title
"Weather Service-State", and Section 2 of Article 96B of
said Code, title "Water Resources", be repealed; and that
wherever the words "Water Resources Commission" occur
in said Article 96B, the words "Department of Geology,
Mines and Water Resources" shall be substituted.
SEC. 11. And be it further enacted, That a new sub-
title and four new Sections be added to Article 19A of
the Annotated Code of Maryland (1939 Edition), said new
sub-title to read "Department of Research and Education"
and said new Sections to be known as Sections 12D, 12E,
12F and 12G, to follow after Section 12C, and to read as
follows:
DEPARTMENT OF RESEARCH AND EDUCATION
12D. The Department of Research and Education is
hereby created to exercise the present functions of the
Chesapeake Biological Laboratory and the Maryland
Weather Service, and to develop a comprehensive research
and educational program covering all the natural resources
of the State. The supervision of the Department shall be
vested in a Commission of Research and Education con-
sisting of five members to be appointed by the Governor
from among the citizens of the State, each of whom shall
have had training and experience in scientific investiga-
tion and research, especially in the field of natural re-
sources. The members of the Commission shall select their
own Chairman.
