section, shall be collected, except as herein specifically pro-
vided for, and all proceedings for sales for the non-payment
thereof shall be conducted, at the times and in the manner
provided for in the other sections of this Charter.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law, and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

(Senate Bill 304)
AN ACT to add a new section to Article 88B of the Anno-
tated Code of Maryland (1939 Edition), title "State
Police', said new section to be known as Section 25A, to
follow immediately after Section 25 of said Article, pro-
viding that male persons sentenced to county jails may
under certain conditions be transferred to the custody of
the State Police for the purpose of performing labor and
services at State Police Stations without compensation.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 88B of the Annotated Code of Maryland, (1939 Edi-
tion), title "State Police", said new section to be known as
Section 25A, to follow immediately after Section 25 of said
Article, and to read as follows:
25A. Subject to the conditions prescribed in this sec-
tion, the Superintendent may from time to time obtain the
custody of persons sentenced to any of the county jails for
the performance of labor and services in and about the
Department's stations now or hereafter established. The
sheriff of any county is hereby authorized, upon the writ-
ten request of the Superintendent and with the prior con-
sent of the State's Attorney of the country, to transfer any
able-bodied male person, sentenced to serve a term of not
more than six months in the county jail, to the custody of
Department to be held by it for any portion, or portions, of
the unexpired term for which such person was sentenced.
